SYNOPSIS

Madam Chief Kiboko is an area chief who is the archetype of corrupt government administrators. Mwambia needs scholarship forms that are given out only by the government. The lonely chief ends up seducing young Mwambia as a last resort. Mwambia manages to escape from her clutches.
