SYNOPSIS

For many years, Romania has been struggling to find its way out of incompetence (not to say stupidity) and ill-meaning (not to say stealing). Institutions try to align with European norms, even when they have no idea about how this should be done. Mircea brings along his nephew George, an educated but jobless young man, to introduce him to his boss and get him a job. They are required to count the vehicles driving on the national roads, for EU statistics purposes.
