Winter 1788, in Blagnac, people learn on a poster that Parliament has granted the exclusive rights of fishing in the River Garonne to the Baron Amieu, prompting the ire of the washer-women. On February 9, 1790, the first Blagnac city council is elected by vote, on the basis of property qualification. The Revolution has not accomplished its democratic work and many protests announce strong popular expectations.
