Rio Meng was born in Xuzhou, Jiangsu, China. His artistic journey began with a passion for visual arts, which he pursued at the Central Academy of Fine Arts in China. Subsequently, He honed his filmmaking skills at the Beijing Film Academy, solidifying his experience in both disciplines.
